Comprehensive development of Cuban territories
A new Framework Programme is signed in the city of Havana

The Government of Cuba and UNDP signed yesterday the “Framework Programme of the Articulated Platforms for a Comprehensive Sustainable Territorial Development in Cuba".

The signing of this important agreement took place at the headquarters of the Ministry of Foreign Trade and Investment and was signed by the Vice-Minister of MINCEX Ms. Ileana Núñez Mordoche and the UNDP Deputy Resident Representative in Cuba Mr. Claudio Tomasi.

This new cooperation framework aims to create a flexible, innovative and viable platform that articulates several actors of the International Cooperation that contribute to the economic and social development processes of the territory.

The process of Comprehensive Territorial Development is considered a key variable of the relationships between local governments (provinces and municipalities), and the national level. In turn, it promotes the various dimensions of development in a horizontal approach and produces a better coordination between sectors and institutions with the territory, and within the territory.

This initiative will support the strengthening of spaces for communities and the different actors that take part in the planning and in the management of the development; it will also identify endogenous potentialities, and new partnerships. This process will take into account the environmental sustainability, paying attention to the effects of climate change and risk management as essential points to promote a sound and sustainable territorial development.

As a programmatic and articulating space, it will facilitate the coordination, formulation, implementation, management, monitoring and assessment of the actions of the International Cooperation to support the management of local governments and the economic development based on competitiveness and sustainability.

The program will begin its implementation with UNDP’s own resources, and the Swiss Agency for Development and Cooperation (SDC) has already showed its willingness to join the initiative. Its Cuba’s and International Cooperation’s interest to expand the network of partners that are interested in territorial development in the country, through decentralized, bilateral and multilateral cooperation, and prioritizing South-South cooperation.

UNDP Cuba, together with national and local actors, accumulates significant experiences in the field of local human development, and possesses also many outcomes of various programs and projects that will capitalize on this new Framework Programme, which is articulated and inserted in the new UNDP Programme of Cooperation with Cuba for the period 2014-2018. It is a new beginning for the local cooperation, which will contribute to a further human development for all the Cubans.
