Agir en coopération pour un développement local durable et inclusif
New publication on decentralized cooperation for economic and social inclusion and local development


The Assemblée des départements de France presented on Tuesday, March 3, in the presence of about fifty people, the study report “Agir en coopération pour un développement local durable et inclusif” (Acting in cooperation for sustainable and inclusive local development) conducted in collaboration with the Delegation for the External Action of Local Authorities and the French Development Agency.

The economic and social inclusion, a core issue of the departmental skills, involves all levels of French authorities. It is essential to maintain and promote a "living well together" of the inhabitants.

Convinced about the need to affirm and strengthen the commitment of local authorities to cooperate at European and international level in this domain, the Assemblée des départements de France has launched, over a year and a half ago, a study on this theme.

The synergy between actors with different status has provided efficiency and effectiveness in European and international cooperation, and particularly in the field of economic and social inclusion of vulnerable groups, the authors have chosen to place this study in a multi-player dynamic. At first, this study report presents the context and the challenges of decentralized cooperation, on the one hand, and of economic and social inclusion, on the other. Then, it explains the link between the theme of inclusion carried out by local actors and current discussions on the creation of the Post-2015 Development Agenda, with the aim of contributing to the construction of a French position - based on the words, visions and experiences of local actors - in the international negotiations on future sustainable development goals. In the third part, intended as a methodological guide for the creation, implementation, monitoring and evaluation of projects, several observations and recommendations are detailed. Finally, the fourth part presents, as project sheets, the 27 cooperation dynamics analyzed in the study. Following the presentation of the study, several partners of the ADF, including the United Nations Development Program, Coordination Sud, Agence Nouvelle des Solidarités Actives and F3E, detailed the potential future developments for this study.
